About us

Nikan Skátne is a virtual comprehensive community planning space designed in collaboration with First Nations partners, with the support of Indigenous Services Canada. Nikan Skátne reflects our collective vision: to ensure access to planning as a means for First Nations to blaze their trail to self-determination, self-sufficiency, and healing.

Collective vision

By 2025, all First Nations in Quebec will have access to the support – funding, capacity building, collaboration and networking opportunities, mentorship, tools and resources – that they need to blaze their CCP trail towards self-determination, self-sufficiency and healing.

All partners involved in the CCP process will have a mutual understanding of the importance and positive impacts of community planning and will continue to maintain relationships that are mutually beneficial, meaningful, equitable, and based on trust and respect.

AN EXPERIENCED AND DEDICATED PLANNING TEAM

CATHERINE BÉLAND

Catherine grew up on Innu territory in a close-knit non-Indigenous family. She joined the FNQLSDI team in 2014 and has worked in service of First Nations since 2011. She loves supporting citizens and communities on their planning journeys. Using a strength-based approach, she works with groups to ensure that their actions are rooted in their land, culture and language. She creates spaces where everyone can find their place and fully embody their identity. 

ÉMIE RAINVILLE

Émie Rainville has been a Community Planning Project Officer at the FNQLSDI since 2021. She holds a bachelor’s degree in international studies from Université Laval. Born to a Quebecer father and an Innu mother, her interest in international causes turned into an interest in more local causes closer to her roots. As a member of the Comprehensive Community Planning team, she has the opportunity to work with many First Nations to support their journey towards autonomy and self-determination.

KaronhiÉnhawe Linda Delormier

Karonhiénhawe Linda Delormier is from the Kanien’kehá:ka community of Kahnawà:ke and is of the Sandpiper clan. She is an accomplished and passionate teacher, mentor, healer and facilitator who cares about her community, the outdoors, traditional medicine and all Earth-related things. We had the great privilege of collaborating with her in creating content for various sections of Nikan Skátne. Her teachings guided our reflections, and she supported us throughout the process, particularly in the ROOTING SPACE section. To learn more about her work and approach, visit her website.

Terry Randy Awashish

Terry Randy Awashish is an Atikamekw multidisciplinary artist and graphic designer from Opitciwan. We owe the creation of the Nikan Skátne logo to his immense talent, his deep ability to listen and his rooted sensitivity. It was an honour to work with him. Dawn Germain-Metallic

Dawn Germain-Metallic is a proud Listugujewaq, passionate about community, art and design, and the Mi’gmaq language. As CCP Coordinator from 2017-2020 and again as of 2022, she uses her great creativity and communication expertise to engage hundreds of people in her community around planning. Her approach? Meeting people where they are and putting community members at the heart of the process. Over the course of her career, Dawn has developed expertise in multiple areas related to community-led planning, including community engagement, change management, creative communications, and monitoring and evaluation. She is a gifted facilitator and has brought our minds and heart together at several CCP regional workshops and activities. We’re grateful for the words and wisdom she shares with us, through our Circle and as a CCP mentor.

Kim Chevrier

Kimberly Chevrier, an Anishnabekwe from Kebaowek First Nation, has dedicated her career to advancing the well-being, employment, and training of First Nations communities. From 2017 to 2022, she served as the Comprehensive Community Planning (CCP) Coordinator for Kebaowek, leading a community-driven process that addressed areas such as governance, health, culture, and economic development. Her efforts were instrumental in identifying the community’s vision and priorities, fostering a holistic approach to nation-building. Since October 2023, Kimberly has been a Program Manager at the CDRHPNQ, where she continues to support First Nations communities across Quebec. Her focus remains on enhancing capacity and promoting healthier lives, all while honoring First Nations values. Kimberly is recognized as an inspiring, creative, and generous individual, consistently sharing her extensive expertise within her community of practice. Her unwavering dedication significantly enriches the circles she engages with.

Marie-Eve Bouchard

Marie-Eve Bouchard is an Innushkueu member of the Essipit Innu First Nation. As a CCP Coordinator since 2019, she has been able to rally all the members of her community around the “Dare to Dream Essipit” approach. Thanks to her management and economic development experience, she pays particular attention to the implementation of the community plan to ensure that the dreams of the Essipiunnuat become reality. Her expertise in engagement and project management, combined with her love of teamwork, make her an exceptional CCP mentor. 

Roy Weistche

Roy Weistche is an Eeyou from the Waskaganish Eeyou Nation. As a Coordinator of the CCP since its beginnings in 2015, he is also responsible for community capital projects for Waskaganish. He actively participates in the implementation of the priority projects identified in the plan: protection of banks, community and cultural space development, activities on the land, etc. Roy, who is enthusiastic and committed, enjoys sharing his community’s planning story. He regularly facilitates conferences and participates in CCP events across the continent, where he inspires people to chart their path to self-determination.

FNEC

The FNEC supports its 22 member communities in exercising their rights and jurisdiction in matters of education.

The FNQLHSSC supports First Nations in achieving their objectives in terms of health, wellness, culture and self-determination.

FNQLYN

The FNQLYN represents young people in places of influence and decision-making while fostering consultation and engagement among young Indigenous people.
